Range extender. And I'm using windows 7 and airport utility 5.6.1.

Can you connect via WiFi to the router? If not, maybe the Airport extreme is not in good enough range of the main router? Keep in mind, range extenders need oksih signal to broadcast properly. Also keep in mind that extenders  tend to cut your speeds by half.

So I want to connect and extend my upstairs wifi to my basement using a 2011 Airport Extreme but it has problems connected to my downstairs pc via ethernet and can't reconnect after restarting and saving config. Any ideas on what to do?

So your using it as an AP. As in you have an Ethernet Cable ran down to your basement? Or are you using it as a range extender as in your just repeating the wireless signal?

I just want to sit back and watch the world burn.
