Premiere Pro suddenly slow as dirt

I just reinstalled Windows as my last install was completely roasted in an attempt to fix this problem, oddly enough, and the problem persists even now. Normally my system chugs through the video I use (1080p30 @ 40Mbps h.264 .mp4 files) pretty well (given it's a dual core after all), but now Premiere struggles to do anything other than load. Importing media takes FOREVER and pins my CPU at 100%, and it seems like I'm having VERY similar problems as this guy. I've gone through and emptied Adobe's cache, defragged the disk I use (which is under half-full) and nothing seems to be fixing this. Any ideas? I'm at a total loss and considering having to dual-boot Ubuntu and try out Resolve (or just suck up Vegas' suckiness).

drive or RAM could be having issues, run CrystalDisk to check your drive health and also run Memx86 to see if anything is wrong with the RAM.

Wouldn't explain why it decided to fuck up after being updated though. Even on the crippled install of Windows I had before it updated it was fine.
