[VIDEO EDITING] "Warping"?

So I was messing around with Premiere and trying to learn on my own. One of the dumb ideas that I had is "what if I can convert a 30fps footage into 60fps?" I was able to achieve that with Optical Flow in Premiere Pro... with some caveats.

 

On slow-paced scenes, its all fine. But on fast-paced, fast-moving scenes and transitions, I get this "warping" effect (I'm not sure what to call it). Using Warp Stabilizer just messes up the footage (like, the footage is transferred to the bottom of the screen shaking like someone having an epilepsy attack lol).

 

So, How am I gonna fix these "warped" frames? (Photos attached)

 

Do note that my video editing knowledge is not that great. I don't have the skills of an LMG editor lol

For one you can't make information that isn't there. If it's 30 it will be 30. You need to record in 60 to get 60. We don't have software yet that is able to tell frames inbetween with enough precision so  someone wouldn't notice.

Yeah, optical flow only works well for simple, slow moving stuff. Like pans and tilts.

And it gets very confused by cuts.
