You can install windows "remotely", but you still need a lan connected device, and a lan stored setup or usb stored or pxe and still you're gonna have a hard time understanding how to, since that's a feature more likely to be used for server setups over big networks.

IT at works has this thing for Linux boxes, where they set up the computer to boot via Intel's PXE, which connects to IT's servers to download and install the appropriate Linux image they've set up.

 

So in that respect, yes, you can control a PC without an OS using another. Can you do anything useful with it? Probably not.
