hello, i was wondering if its normal for my gpu to use 100% and over 100% power consumption from my power supply while still getting very low gpu usage.

What?

I don't understand.

 

if your GPU uses more than 100% of the PSU's rating, then the PC turns off.

what PSU do you have?

Can you clear up what you mean here?.. I don't quite get it. Are you overstepping the 12V rail capacity? Are you drawing more then 500W from the wall? 

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

A PC will only use as much power as it needs. If your PSU is rated for 500W, it doesn't mean it's continuously outputting 500W.

 

...if that's what your asking.

I think he means GPU board power power limit, it might be using more than 100% for low GPU usage, which isn't normal.

If you set to high performance profile, then maybe. My GPU only uses 35% power when using high performance power plan to pin the clock speed high, so I can't say that's universal.

 

There are also games which aren't optimised to run with all the processing cores inside the GPU, so usage stays low while clock speed and power draw goes high.3

The "100%" he's talking about is from how Nvidia cards show their power draw. It shows with power draw in the "% to TDP" format.
