GTX 1070 only 1 fan spinning

Hey is it true that if only 1 fan of all 3 fans is spinning and the others arent, this card is broken?

 

It's a asus strix gtx 1070 8gb non oc

Once you get in a game the other fans will start spinning too.

 

If that isn't the case, get MSI Afterburner and mess around with the Fan speeds until they all spin at a moderate speed.

Oh no, belive me, I pushed the pc at its limits and they aren't. I'm getting 81 ºC while playing mass effect, only 1 fan spinning

than you should RMA the card, because it is, as you already thought, broken

Thank you, I was told to RMA the card in another post that I did 2 days ago, I just wanted to clear it out.
