It's a CPU bottleneck. Just look at the usage of CPU11 and it's nearly stuck at 100%. What game is that? Terrible optimization.

Some background tasks hogging the system? I have seen people playing rocket league with 1060s and Q6600s, still getting at least 60fps at 1080p.

Is it a g sync monitor? And is v sync on?

As well, could I have full system specs? So including stuff like mobo, Storage, even case. Just everything.

Could be drivers/bios problems. I would try reinstalling your drivers or even your entire OS.

For example (Back when my 780ti still worked):

I could never play Payday 2 because it kept stuttering. Then, I reinstalled the OS and all of my drivers, and it stopped stuttering.

Check all you drivers for your PC and update all of them, including the latest BIOS revision for your motherboard.

hm ok. What exact case and ssd is it? And what exact psu?

I just took a look at your afterburner logs and the thing that stands out to me is that one thread of your cpu, thread11 I think it is, is pegged at almost 100% the whole time. All the other threads are at much lower utilization but that one is maxed out. As well, the gpu power % and usage isn't at 100% but is fluctuating which is making me think there's a cpu bottleneck.

What games does the stuttering happen on? What settings are you using in games?

If you want you could try setting refresh rate to 60 hz and turning on v sync and seeing if stuttering happens then.

@DocSwag I'm playing csgo atm and the issue doesn't happen, maybe because this game is all cpu so it really doesn't even use the gpu i will post the results after.

have you tried playing larger games, like ghost recon or other titles? just to see what happens in a title that really pushed the GPU to it's max

And you still got Stuttering or not? If not, than problem definitely comes form a driver or bios update.
