I want an all around good pc

I have 400 euros to spend, Currently I have an Intel G4400, GIGABYTE GTX950 OC, 4GB DDR3 RAM 3300MHz-single stick, H110M-K D3 Motherboard and a LEPA MX-F1 450W.

I got recommended some Kingston Hyperx 16GB pair of RAM sticks, Corsair cx450 PSU and an Intel i5 6500, I just want to make sure that everything is comparable and I won't have any problems.

I want to play Overwatch and maybe BF1 with it, I wouldn't mind 1080p gameplay on the lowest settings.

buy a second stick of 4Gb so you have 8 and upgrade the CPU, that's about all I would do if your not upgrading the GPU

I make Rainmeter things and other art :D

I could play BF1 but you would really struggle and what @deXxterlab97 said it depends on country

It's fine. I'd get an i3 6100 for around 100 euros, a GTX 970 or 980 for around 200 euros. (all used) and if you have leftover you can get another 4GB RAM

kabylake can use ddr3, Intel's website page lists the same DDR3L compatibility on kabylake.

CPU: AMD Ryzen 5 5600X Heatsink: Gelid Phantom Black GPU: Palit RTX 3060 Ti Dual RAM: Corsair DDR4 2x8GB 3000Mhz mobo: Asus X570-P case: Fractal Design Define C PSU: Superflower Leadex Gold 650W

idk who would recommend a gamer more than 8GB of ram. As sad before, your mainboard supports DDR3, so you should get something similar to what you already have as memory. Your GPU seems fine for gaming, and an i5 too. But I would go for an overclockable variant if you consider upgrading your mainboard in near future. (DDR4 ram, overclocking)

CPU Intel Core i5 4670, 3.4GHz Motherboard ASRock Z97 Pro4 RAM Kingston HyperX Fury Black 8GB, 1833Hz GPU AMD Radeon R9 380 4GB OC Case BeQuiet Silent Base 800 Storage Seagate ST2000DX001 SSDH  PSU BeQuiet PurePower L8, 400W Display(s) Samsung 2 x 22" Cooling BeQuiet Dark Rock Pro 3 Operating System Windows 10

i would suggest you look for a used i3 6100 or update your motherboard bios and get a G4560, get an extra 4gb of ram or replace your current stick for an 8gb stick, upgrade the PSU, maybe sell your old parts if needed and see if you can use the money left to get a gtx 970/980.

What does the CL thing on RAM mean, do sticks have to have the same CL number to work properly?

Lower CL = better but no they don't really have to be the same

your motherboard cannot overclock so it doesn't matter if you get an overclockable CPU or not.
