LogMeInHamachi i believe, used to use it to play minecraft with friends a few years ago, i dont know why you have it but it shouldnt be much use if you arent doing any sort of network stuffs

Right click on it and open the folder the shortcut links to, and you should be able to work out what it is.

Hamachi it creates a virtual network. It's often used to run servers in Minecraft/Garry's mod/ etc. for example
