The power supply is terrible, but I doubt you'll find better without going over that 470 budget, and looking at the rest of the build there isn't really anywhere you can go cheaper.

just buy an old 3rd or 2nd gen i7 pc, throw in a GPU, PSU, for a future upgrade get a better PSU and ram.

In very rare cases, like this one where it's a very low power/budget system, they can be alright to use. Just not recommended.

Awful power supply, and 8gb RAM is really getting essential. 

 

Save up another $100 and get something like this.
