VA2223wm supposedly 85hz, but not really?

So I picked this monitor up secondhand off of ebay, and its spec sheet says it's 1080p 85hz. However, I could not find a way to get it to run at this refresh rate in windows 10, it remains locked at 60hz. How can I change the settings to unlock 85hz?

What GPU do you have? And you can try going to Windows' display settings, advanced, and see if it lets you set a custom refresh rate.

If you have nvidia, nvidia control panel allows this change

Have you checked if you can change it in the Nvidia/AMD control panel?

Otherwise, I have seen in the past that you can't get the full refresh rate with cables that didn't come in the box.

there's only dvi and vga input

And I hope you're using DVI?

But were you able to find the resolution/refresh rate settings in the Nvidia/AMD control panel?

It's a 60 Hz monitor. Vertical refresh rate range shouldn't be taken as a maximum refresh rate spec, although they are technically the same thing the vertical refresh spec is concerned with the physical operational range of the monitor, which includes refresh capabilities at low resolutions where many 60 Hz monitors support higher refresh rates like 75 Hz or 85 Hz, at something like 1024×768, but they still have a max of 60 Hz at full resolution.
