Power outage problem

We have been having power outages at our house recently and my computer was working that night and when i woke it wouldn't turn on. I have a asus GTX 1060 6gb and the white LED turns on and a z170-A asus motherboard and a green light is on at the bottom of it and yet it wont turn on. I hope it is the power supply that is broke and nothing else. Please help

One thing to try is unplug the PSU with it still flipped on, spam the power button, let it sit for a few minutes, flip PSU off, then plug it back in. I've had machines do something similar and that was the fix.

the Q-LED that say "VGA_LED" or "BOOT_LED near the cpu
