I'd get an SSD right now no matter what or save a bit extra for 8 gb of RAM

MY Current Specs are

i5 7400

4gb ddr4 2133

and intel hd 630

what upgrades do you suggest I do?

note: I need to upgrade my hdd to ssd because usage is always at 100%

all I have is about 50/60 $

Not enough budget for a new graphics card thats good, so just save some money

Kinda answered your own question there... get a 120GB SSD. A PNY CS1311 is a solid, cheap choice.
