Do you mean a receiver with pre-outs? If so, they are generally called pre-amplifiers or processors. They tend to be very expensive because they are targeted for the enthusiast AV crowd.

If you want a good compromise, the Denon X3300 is an excellent receiver with both speakers outputs (amplified) and pre-outs (line level output only). This receiver sells for about $1,000 USD, but Fry's usually has it on sale for $500 about once every three months, and Amazon had it as a daily deal for $750 or so.

For use in a car or in a home?

A 7.2 sound card will do exactly that, have no amplified outputs.

then you don't need a 7.2 reciver, those are for surround sound, and you don't have that. Just use a standard car reciver and split the rca inputs to the different amps.

You don't need 7.2 for that....

You put all the subs on a single channel.

But, I wanted surround

surround doesn't work with music, and won't sound good in a car anyways.
