Not Stable FPS in Low settings game

Hi Guys!! I'm just a student who's new in pc gaming and building. I recently buy my own assemble computer the problem is I am playing Hitman 2016 and GTA V and my FPS is not stable when I benchmark it it says my max Fps is 194 and may minimum fps is 0.30. In game even though I put it on super low settings, v-sync is off, Anti-Aliasing and SSAO off etc. My fps is not stable. Sometimes it pause for 1 second. 

My Computer: 
Intel Core i3 - 6100 
4gb of HyperX Fury DDR4 2133mhz

MSI GTX 1050 ti Gaming X 

 

Please help me :( I have nowhere to ask.

add more ram, 8gb should ve the minimum for those games you wanna play
