you need an activation key.

you can buy a retail key from Microsoft directly for $100+, or do the smart thing, and get an OEM key linked to your motherboard from kinguin or reddit.

If you can't buy it, just leave it unactivated. It still functions the same and you get all the updates, you are just limited on personalization. However, you still can change your desktop background.
