I need help with my recordings

I don't know why is this thing happening, but every time I render a video in 60fps, the whole image starts pixelating and the quality sucks. But every time I render the video in 30 fps, it runs fluidly and there is no problem with the quality besides it's only 30 fps. And this happens with every recording tool and rendering tool I've tried, OBS, Camtasia, Premiere PRO. Are there any setting which are blocking my ability to render videos at 60 fps? It sounds really weird to me.
