GTX 1060 GTA lag

I just got a new GTX 1060 3gb GPU, I booted GTA V up and it was unplayable because how laggy it was. I made sure that it was on 1080p settings and vsync off.......... I also booted Overwatch on ultra settings and the frames were pretty low too.. vsync is also off what is wrong?! this is a repost

Sounds stupid, but...

Is it even plugged into the GPU?

What CPU do you have? How much VRAM is in use when you play it?

You are running your HDMI/DVI/VGA cable to the 1060, right? Not to the motherboard?

 

If yes, have you plugged in 6/8pin PCIe power connectors to the 1060?

Stupid thought, but try disabling MSAA/Antialiasing and see if it makes a difference. If not, it's not your game settings.
