You already had a thread, better to ask those questions there because people have context there.

 

To answer your questions:

QVL = Qualified vendor list. List of CPU's and memory/RAM (and more in the higher end, mostly about memory) that are (pretty much) guaranteed to work. Because AM4 is still kinda new, most RAM is focused on Intel and thus AM4 had some issues running memory at the highest speed possible. That's why people say stick to the QVL.

Samsung is one of the bigger memory manufacturers used in many sorts of memory and people just had the best time reaching 3200MHz with that memory (hence why it is recommended).

 

Also, yeah that combination of CPU and GPU will work fine,

a 7700k is the best option but you will not see any huge bottlenecks with any current i5 i7 i9 R5 R7 CPU's. the 1600 is a great value oriented CPU that will work great with a 1080ti.
