Good laptop for price?

I found used Lenovo W500 laptop with:

 

Intel Core 2 Duo P9500 CPU

4GB DDR3 1066MHz RAM

Intel HD + ATI Radeon FireGL Pro V5700 512MB GPU

320 GB SATA 7200 rpm HDD

15.4 LCD 1680X1050 screen

 

They sell it for 135€  or for 15€ more they add T9600 CPU and Windows 7 Pro license

Does this look like a good offer? And does +15 option worth it?

I would try and get

i5 2400/2500 + RAM + mobo combo (used, 50-80 bucks)

 

seasonic 430W eco psu (new 40 bucks)

 

Cheap case (30 bucks or used free)

 

Then grab either a cheap used gpu or run on the integrated gpu on the i5.  It'll perform waaay better, especially if you can get a gtx 670, 750 ti, gt 740, r7 270 or similar card.

Dont have a lot of money, and need a laptop, and in my country, looks like there is no used laptops :(

Unfortunately you can't do much more than Internet browsing on a machine like that or most laptops in that price range.
