undervolting sever fans for under 20db

hey im looking at buying some case server fans manly for there long life. is it possible to under volt them so there under 20db? i no there the 5 volt and 7 volt mod and use an fan controller. i also no there a minimum voltage to spin the fan that vars per fan. also looking for cheap under $20 can if possible

also will be looking for hi static pressure fans for rads and the same under 20db and under $20can

Most likely not due to the nature of the fans being high rpm you won't be able to undervolt them to that amount or run into the problem of it not being able to start. You would be better off to get pressure optimized quiet fans.

should run just fine. All the fans ive tested run fine at 5v(yep there server fans)

Just try it.

can they be under 20db? maybe 24db and under would be fine too. any idea on what ones to buy?

30-40 db is the noise floor in most rooms, so almost nothing is under 20 db, can you make them quiet enough not to notice in most rooms, yes, but some still have a ticking at low rpms.
