No they did so knowing exactly what they were doing. Ignore the top 3 SKUs as those are only there as a reaction to Threadripper. The rest of this was planned out long before Ryzen dropped. It is a concerted attempt on Intel's part to bring their server side price gouging and upgrade tiers to the consumer space. However by the time Ryzen and Threadripper dropped they were either too far into the plan to re-evaluate or just that conceited that everyone would just go along with it.

The top three SKU's aren't the problem. The mixing of Skylake-X and the rest is the problem, where there are 4c8t chips that are essentially consumer platform chips, dropped onto the chipset for really very little reason.

The entire reason they did so is because they wanted to mirror their server pricing and upgrade schemes across the consumer space. Without AMD managing to provide a decent alternative there would have been much less bitching from the usual suspects.
