Ryzen 1500x running at 1.5ghz with h100i

I have a Ryzen 1500x on a MSi X370 Carbon board, CPU is being cooled by a h100i. CPUID is reporting the cpu is capable of running at 3.5ghx but max it runs at is 1.5ghz. Temps are about 37 degrees so its not thermal throttling. If anyone has any ideas of what to try or what the issue is please let me know.

put it under load, and it will probably go up to 3.5

at idle, cores lower clockspeed to save power.

Dont know if "Cool N Quiet" is in am4 but that is mostlikely the cause. Disable it in bios

I've got similar issues. When OCeing and manually setting vcore up to 1.3125 for 3.8ghz it boots to windows but the clocks are 1.5ghz. Now running stable 3.7ghz and vcore set to auto.

 

ASUS PRIME X370 bios 6012

Do you know how to disable qool n quiet in ASUS?

Maybe you need more voltage

I've tried increasing it up to 1.40 but still booting 1.5ghz. I've found that if i increase volts up to 1.3125 it underclocks no matter what multiplier i have.

Have you tried using a different program to monitor the clocks

Yes, hwmonitor and hwinfo. Also the Cinebench gives low score. It seems that motherboard or the chip can't handle the volts that im giving. Im running stock cooler but i don't think that the temps are the issue here.

i have the same board an i have run my 1800x at 1.75v on ln2 and it was ok so i dont think the board not supplying enough power is the issue. maybe tru the 0801 beta bios, that is the one i have used currently, but i havent seen this issue on the 612. if you go into the cpu configuration there is a thing to turn all the c states and cool and quiet off.

Nice with the 1800x. I can see the c-states but not the cool n quiet option, or is the c-states same as the cool n quiet?

Alright, found out that i am able to overclock via Ryzen Master and can set the voltages manually from there. So i guess BIOS is causing the downclocking.
