Alright, it's good that you got it. Try launching the server and checking the port. Also I would recommend restarting.

I restarted and it still says its closed, I'm running Windows 10

Does your network and sharing center say Private?

Also does your firewall say Connected under Private or Public still?

Alright. Is your server.properties default then? Also what command are you using to start the server?

Yes. It binds to the port on launch to show it as open or closed.

i checked my netstat -a -o and is said there wasent any repets aswell

Can you either copy/paste the contents in a block or upload the server.properties file? To make sure nothing is wrong in the configuration.
