GTA V low CPU usage

When I was benchmarking my system I noticed that it has went in the low 20% CPU usage while in the benchmark is that normal for GTA V

My Build: Xeon 2630L V, RX 560 2gb, 8gb ddr4 1866, EVGA 450BV 

My Laptop #1: i3-5020U, 8gb of DDR3, Intel HD 5500

your graphics are a bottlekneck to your cpu it seems 

I like to kill hardware. In 2016 alone I have killed 20 Xeon 5160, and 10+ Pentium 4.

What Hz are you getting? I'm just curious, but your iGPU is working as hard as you can get it to.

My monitor is 60 but getting between 10-40fps
