You could try and find a used 980ti with a watercooler on it. The problem you have is 80fps at 1080p is relatively low for a card that would come with a watercooler on it. You could also look at the EVGA 1070 hybrid.

Yup what JDE said 1080 or 1080ti. Possibly high end Vega but we don't know for sure yet.

A GTX 1070 would do. A RX 580 can do 60fps in some games rn, more demanding game will be harder at 1080p (Tomb Raider 2013 can do constant 60fps+)

1080 or better, might be a good idea to wait a little bit and see how vega performs

A CPU bottleneck is when a CPU is incapable of keeping up with other hardware, generally the graphics card, in a certain task. You will experience sub-par FPS, slowdowns, or in worst case scenarios a stuttery near unplayable gaming experience. Unlike with a GPU where you can increase the FPS by lowering the in-game settings or resolution, for the most part there isn't a way to reduce a CPU bottleneck (some in-game settings like shadows, lighting, view distance, or other game specific options can help reduce CPU strain but only to an extent). This is why it is important that you pick the right CPU for the games you wish to play.

 a 6600k will bottleneck anything over a rx480/1060

So I need to change cpu with my new gpu ? Or what should I do to fix this ?

It depends on your game. If it's not a CPU heavy game the amount of bottlenecking will be minimal. Although in the future it probably won't be the case.

1070 is great right now but isn't exactly future proof at ultra settings. If you're willing to turn some setting down however you'll be good for probably 3 years+

I think I have to wait for AMD Vega and compare it with GTX 1080ti , its the only way

Because am looking for ultra settings for 2 years in 1080p

This would do nicely for you. But why watercooled? For just a bit more you can get an aircooled 1080.

GTX 1070, vega liquid cooled can be from MSI Seahawk X

I agree, GTX 1070 would be fine for 1080p 80fps.

Check out these benchmarks of 15 recent games: http://www.pcgamer.com/the-geforce-gtx-1070-review/

Currently the 1070 gets 111 FPS in 1080P in 15 of the most current games (fallout 4, GTA V, Witcher 3, etc. etc.). Perhaps in the next 2 years games will get a bit more demanding, but I don't think it would drop below 80 FPS at 1080p for the next 2 years at least.

People who are recommending the 1080 or 1080ti are delusional. You don't need a 1080 or 1080Ti for 1080P gaming. Those cards are really meant for 1440p high refreshrate or 4K gaming.

Even something like RX 580 or GTX 1060 will be okay for now, but a bit less likely to hold 80fps in the coming years.

you can make your own. its quite easy, just take off the shroud and heatsink then use some straps to keep it on. my brother has one

480 won't handle 90% games at ultra 1080p 80fps for 3 years.
