Overwatch Running Poorly on Alienware 13 R3

I tried playing Overwatch on my Alienware 13 R3 equipped with the GTX 1050 and i5-7300HQ. For some reason, with all settings turned completely down, I still only run at no more than 60 FPS and hover around 30. I took a look at Task Manager and the CPU stays at around ~30% usage. I then downloaded HWMonitor, which strangely shows that my CPU is running at 100%! My GPU is stuck at around 30%. What on Earth could be causing this bottleneck? I have installed the latest Nvidia drivers. My CPU runs (almost) fine, however, when plugged into a Graphics Amplifier with an RX 480 (maxxed settings, a few stutters from actual CPU bottleneck). So then why can the CPU not handle the internal GPU?

Are you sure you aren't running off the iGPU on the i5?

 

Also make sure you have VSYNC off and your FPS isn't locked to 60

In Overwatch options, it says "GTX 1050." Vsync is off, but I set the cap at 60. It hardly goes above. 

 

Is it an issue with my power adapter? I am not using the original. It is a 180W HP adapter, but Dell's dumb firmware restrictions prevent the computer from recognizing it and using it properly. My CPU only hit a max voltage of 0.677V. Is that irregular?

Disable iGPU in device manager or even in BIOS if there's an option

Yes, this could be the problem. Can you try buying an OEM one and see if that helps?

Go to the nvidia control panel - 3D settings - global settings - and select the preferred graphics accelerator which is gtx 1050. Or you can set it up individualy for every program in the next tab. hope i could help

Yes, I still have the original. This only happens when I use the off-brand one.

There's your issue. Dell laptops do strange throttling shit when they're being used with unauthorised chargers.
