DUAL BEEP ERROR CODE AND POST

So I have a GIGABYTE GA970A DS3P motherboard and an FX 6300 CPU. I had it for about half a year now. Today was a power shortage and my PC was running at that time. When I came home it was stuck in a boot loop. First I would hear two short loud beeps. Then after a few seconds with a blank display, I would hear a normal post beep with the post screen appearing only for a split second. I can't enter the BIOS. Then after that the GIGABYTE DUAL BIOS UEFI screen would appear with no options. Just a blue background. I've tried everything from swapping RAM sticks around and resetting the CMOS. Still the same. Nothing works. I've taken the mobo out and unplugged everything. Still nothing. Here is a short video... https://drive.google.com/open?id=0B6X-knt7isx7U2dJdDNJY1RmRk0

it shows 2 short beeps is normal POST

Besides trying a different set of input peripherals, to enter UEFI, or a different PSU,  I can't think of anything else to try...

I've been out the last 2 days replacing motherboards for those who didn't have any UPS during the high winds and power outages we had up here Wednesday

This is unfortunately a common misconception that only businesses need a UPS (or Battery Backup)I've had room mates who have fried motherboards while my PC has had no issues

that seems like the next best option, not sure how strict Gigabyte is with damage caused by ESD
