Is the 70C at idle or under load? If it is idle make sure the thermal and cooler is mounted properly. 70C under load is a reasonable temp.

What monitoring software are you using and how many other case fans (intake/exhaust)

it's probably the thermal paste. or the cooler is not mounted properly and not touching the cpu.

Just try to mount the cooler and thermal paste on again. If that doesn't work then something could be wrong.

Could be a bad chip. But I honestly think it's just the thermal paste. I had a similar problem reinstalling a CPU

thank you i will try all of your suggestions and ill keep you posted \

Where are you getting these temp results from, because of lot hardware monitoring software doesn't play ball with AMD APU's temp sensors

Clean your cooler, re-seat it and put new thermal paste on.

Move one of your case fans to exhaust. Positive pressure doesn't help with cooling, just to keep the dust out. Negative air pressure is better for cooling. It's much more important to have directional airflow through the case in a clean and steady path. Having exhaust fans at the top and back, with intakes at the front and bottom is the best config.
