The cooler most likely isn't mounted properly.

Remove it, reapply the thermal paste, mount it again.

You might need to tighten it a bit more than you did last time.

If you are getting that temp on 5820k, there is something wrong with your cooler.

Check your thermal paste

Check if pump is working

Is it mounted as it should be?

Is it touching the CPU?

Reseat the cooler and make sure the thermal paste is correctly applied and that the cooler makes actual contact with the CPU. If you coolant temp is that high at idle, it almost seems as if your pump is broken or not plugged in at all.,

ya either the pump isn't moving the liquid or it is moving it extremely slow.

Feel the CPU pump head and the radiator if the radiator is cooler then water is defiantly not flowing correctly.
