Pottential bottlneck

hi i have a intel i3 7100 16gb of ddr4 ran and i wanted to get a 1080ti or 1070 will it bottleneck if so what will i need

An i5 would bottleneck those two GPUs, the 1080ti more of course. You need at least a 7600K or a 7700 to have no constraints on the 1080ti

Keep the i3-7100 until a sale comes around for an i5-7600 or i7-7700. The PSU Whitelist (in my sig) and the Tier List (a link is located within the Whitelist) are your best friends. I'd get something like a Seasonic S12ii or Rosewill Capstone in the 450-550W range.

Not to derail, but real quick, would a 4790k (overclocked) handle a 1080ti well enough?

Depends on the program. Some games use four cores and will take logical cores rather than physical cores causing stutter.

 

As always, get the best you can afford. It's easy to disable hyper-threading/SMT for Intel/AMD CPU's for those programs that don't use it effectively.

PSU is fine get a GTX 1080 (not 1080ti) and a 2560x1440 monitor...from there, upgrade your CPU to either an i5-7600 or i7-7700.
