No, it isn't.

 

OP - GTX 970 performs better, or very similarly for the most part and is a much newer, much more efficient card. GTX 970 hands down IMO.

970 uses less power, can be overclocked higher, especially FTW one, I used to own a 970 FTW, oc'ed to 1530Mhz easily, beast card.

But 390 is faster than 970, yet people say 290 is slower than 970 when both 90s are same card now I am so confused! o3o

you do realize that practically NO maxwell cards can clock that high? assuming youre telling the truth, that card would be in the top 1% of 970s. 
as for the owner's post, they both are good choices and trade blows but a 470 would be better if you can find one.

Not true at all... the Majority of 970s hit 1500mhz, mine hit around 1550mhz.

 

my friend hit the lottery his hit 1600mhz.

That's not true. The R9 390 and 290 did not perform the same. Sure, the 390 was a refresh but a refresh and a rebadge are different. The 390 was an improved 290, but the 390 performed closer to the 290x than the 290.

390 and 290x perform exactly the same, slightly ahead of 970, which is slightly ahead of 290.

 

970 performs better than the 390, which performs again, the same as a 290x, which is obviously faster than the 290.

 

390 performs significantly better than the 290x here, but it's on par with a 390x so I'm not quite sure what's up with that lol. Again though, 290 is slower than the 970, as expected.

 

390>970>290x>290

 

One where the 970 loses to the 290. However, this is further proof that the 390 is not the same as the 290, and is in fact closer to the 290x since it is again, performing on par with the 290x here.

That's not true. Plenty of Maxwell cards hit the 1500MHz range. My Strix 970s both max out right around 1500MHz. The 470 isn't necessarily better. It is in some cases, but the 970 still beats it out in plenty of situations. Also, RX 470/570 will cost about $170. The GTX 970 for $150 is a better option.
