65W TDP Cooler on a 95W CPU not surprised by the result , but what about other cpu , like I3 ?

I live in morocco and here i can buy a cpu cooler (made in china) for less then 5$ that is waaaay better than the one is this video (i guss)
I had an E5300 OC to 3.5 Ghz with no over heating
it said cooler master but i dont know if its a rip-off
 

PS: the fan can go jet engine noise if you put it at max speed on bios (and it shows like 5k RPM in bios)

This one is not the cheapest in our state, the one below just costs $3.28 

AND can keep the temperature of a  Core2Duo E7500 @ 36° C (this temperature is recorded after 5 hours of gameplay- AC Brotherhood)(temperature readings taken with OpenHardware Monitor) the ambient temperature being at 28° C

Why test a cheap cooler with tdp for 65 at 95 tdp. Of course the you get a bad result. You can do better Linus...
