This is my personal recommendation. 

 

You would need DDR4, a Ryzen CPU, and a new AM4 Mobo. But this is certainly not the cheapest option. 

 

The cheapest option is a cheap mobo.

So my PC hasn't been working for like 2 months. I built it a year ago, but it always had problems turning on. Now, when I try turning on my PC, one fan starts to spin for only one second and then it stops. The other fan doesn't spin at all. I know it isn't the power supply because it turns on on its own. I think there is something wrong with my motherboard. Should I go to a computer repair shop for diagnostics or just buy a new motherboard?

No. Computer repair shops never invest into PCs outside of casual troubleshooting (way too many variables). PC repair is not really profitable for small repair shops......Mac repair though, thats different.

Computer specs? e.g. PSU, CPU, storage?

 

I'm thinking its the PSU. How does the PSU behave when you turn on the PC? Does the PSU turn on when you test it separately using the paperclip test?

How does the PSU behave when connected to the motherboard? The paperclip test means the PSU works but doesn't mean the PSU can handle a load. If you have any other PSUs available try those.

PSU is 650W so if anything it is over kill

With the fan issues, and with the fact that the system no longer boots at all, its either a problem with the PSU or the Mobo. It could also be the CPU not even allowing the system to post. 

 

You will have to find some way to test these components.

I have another cpu and tested it and it still doesn't boot

That's fine. Do you have a spare motherboard you can try? BTW, You don't need a z97 motherboard for the G3258. I'm using a £42 H81 chipset motherboard for my G3258 with no issues. If you do get a cheaper motherboard remember you won't be able to OC as high as you can on a z97 because of the cheaper CPU VRMs
