So does it reach the Windows logo, does it reach the MoBo/BIOS entry screen, does it reach the login screen? At what point does it reboot, where is it in the boot process 5 seconds into it?

So a possible problem is your Windows installation. I believe (someone can correct me if I'm wrong) Windows makes sure you haven't switched your harddrive into a new PC by checking your MAC Address which is stored in the NIC that's built into your MoBo (or some other identifying number built into the MoBo). If possible I would just clean install, you can access your drive a variaty of ways before hand and copy and local files to another hard drive or USB.

Try taking things out like the GPU, use 1 ram stick at a time and test each one of them, make sure nothing is shorting out the motherboard, unplug any other connectors. Only do these ONE AT A TIME so you don't have to spend time later finding out what it was.

Oh ya, for some reason I thought you had said you tried this, but do a run down of the obvious first, reseating memory, GFX, power, and such

Did u figure out what was wrong? I just built my PC and it runs fine for 45 seconds as fresh start, then shuts down and goes to a infinite cycle of rebotting...then if I switch of everything and wait for 15-20 minutes then again pc will start fine, works for 45 seconds and goes into that restart loop again...

I have just rge cpy 1700x and crosshair hero Vi MoBo and a basic 710 GPU... I don't think I am over powering...

Yep DOA board. The new one worked perfectly fine. Your issue may be a CPU ram compatibility issue. Since Ryzen is a new cpu.
