Stop Code: 0x000021a

Detail of Problem: When I start up my PC, I get a blue screen that states my PC has ran into a problem and needs to restart. Once it restarts it just goes back to that same screen over and over again. The Stop Code is 0x000021a. I have tried the command prompt method "CHKDSK C: /f /r" and it was working up until stage 4: 50%; at this moment I receive an error message. The message reads "An unspecified error occurred (766f6c756d652e6 470)."
