What is more important for unreal engine game development the gpu and cpu and what GPU would you recommened?

What GPU would be too bad ?

What GPU would be good enough to work fluently?

What GPU would be an overkill?

Depends on your needs. 

Will you be testing on another client or the same machine?

CPU for fast compile times, GPU for running the GUI, viewport, and testing you game. Try and get a balanced CPU-GPU setup. Personally, I'd say the GPU is slightly more important.

Well i could but the prices in my country are abusrd. 1600+rx 480 costs 600 dollars
