looking for a new monitor on the cheap

so i need a second monitor thats on the cheap, preferably $100 and under, im lookin for a 5ms or less response time or less, a 60hz refresh rate or more, and hopefully an ips panel? i dont think im getting and ips for that price but worth a try. i dont really know whats a good brand or am just not experienced at all in the monitor shopping field so thats why im asking you peeps.
