It doesn't "require" overclocking. But if you have a overclockable CPU and a compatible motherboard, please watch some videos on YouTube about overclocking. Then you can Overclock.

Intel Core i3 2100 @ 3.10GHz - Intel Stock Cooler - Zotac Geforce GT 610 2GB Synergy Edition

Intel DH61WW - Corsair® Value Select 4GBx1 DDR3 1600 MHz - Antec BP-300P PSU

WD Green 1TB - Seagate 2.5" HDD 1TB - Seagate Barracuda 500GB - Antec X1 E.

4Ghz at what?

Sandy Bridge (2nd gen), Bulldozer, Skylake, etc?

This is too broad to have one answer.

it will do just fine and you wont need to oc to get good perf, but if you want to oc to get more perf get the 1600 which comes with a cooler and can achieve the same perf if overclocked

Your gpu is really not good enough for these games. Yes the 1600x would be good but the gpu can only deliver some performance, which would be the same across most cpus.

i heard that these games must be overclocked to 4.5ghz in order to play.

but ryzen 1600x is limited to 4ghz.

thats my doubt

my expectation is 60 - 70 fps average

thats not true at all, this is a great cpu, ghz dont mean much as how much a cpu does in a cycle has increased in each new architecture

That's not true, that doesn't even make sense.

the gtx 1050 can not provide 60-70 fps average, so your expectation won't be filled with any CPU

The best option is probably a 580 and 1500/1600 if you can afford it
