I am looking for a budget 1080p monitor that is good for gaming.

Could you be more specific on "Budget". Budget means a different price for different people. Location and currency as well please, helps us help you.

I am looking for something under $200 USD.

You can actually get 144Hz monitors for around $200 with things like the Acer XF240H and AOC G2460PF. If you're not fussed about high refresh rates, don't get the FPS for it, games only run at 60FPS etc. etc., you have options like the Dell S2415H and  Asus VN248H which will give better colours due to the IPS panels vs TN on the 144Hz ones.
