I'm upgrading to a ryzen 1700, and i'm looking for a new mother board. I am looking into this motherboard http://www.asrock.com/MB/AMD/X370 Killer SLIac/index.asp. I've heard that it can't keep the ram at 3200 MHz and will down-clock it. I was wondering if this is true, and if it is consistent across the board with all these mobos.

This was likely true at launch as all the Ryzen boards had problems with that. Subsequent BIOS and microcode updates have largely resolved these issues.

I wouldn't worry about it, I've got the asrock taichi and 3200mhz is working perfectly.
