Cryorig H7 would be my answer

I am planning on building an ultra silent pfSense machine for my household while on a budget, and I was wondering if anyone is aware of a pretty silent CPU Cooler that is under $40. I am looking for something a bit better than a Cooler Master Hyper 212.

Thanks for any replies.

What cpu are you cooling and where are you shopping/located?

If you can get your hands on one, a Pure Rock or PR Slim should be cheaper and much quieter than the H7.
