GPU or Motherboard?

i5 4690k (OC) I have removed OC when this happened

EVGA GTX 1070 SC
16 Gigs of Ram
EVGA 600W 80plus certified.

Like the title says I have moving green pixels all over my screen they move and sometimes change color, or I will see a white or black line when I have something near them like my cursor or another window, sometimes I get a quick freeze. I have tried almost everything possible. I have uninstalled and reinstalled drivers. I have changed graphics cards, hard drives, ram sticks, monitors, psus, hdmi cords, moved the graphics card over pcie slots and still the same results moving pixels on my screen. The only thing I havent changed was the motherboard and cpu because I don't have a spare one on hand. I have even changed the os to Ubuntu and they are still there so it is some hardware issue but I dont know what it is. I almost thought my cards VRAM was dying but seeing even the issue on the on-board graphics and another graphics card makes me think something else is wrong. Let me know what you think because I am stuck I cant seem to pin this thing down. It happened as I was alt-tabbing between a game and YouTube videos then the game crashed then the issues occurred.

If its happening with multiple video cards as well as on-board video from the CPU... sounds like the only component left would be the motherboard.

Take it all apart, clean it really good ensure no dust anywhere, upgrade your BIOS if your not on the latest as well.

I have already tried updating the bios but it already updated on the current version so I will try cleaning it see what happens, if that doesn't work new mobo it is.

Try downgrading the BIOS but be careful as it may remove CPU microcodes that were pushed in the update.

So you are saying downgrading can hurt the cpu in some way or just the motherboard?
