PC or Monitor takes a long time to wake up

My newly constructed rig takes a long time to wake up. 

When I hit the keyboard or mouse the pc wakesup and so does the monitor.

 

And what I see is a mouse pointer on screen but nothing else.  It takes about 3 minutes for the rest of the display to fire up.

Thermaltake Core v21 Case

Asus Strix Z270G

Intel i7 7700k

Corsair 16 Gb Ram

EVGA 1080 Ti FE

Samsung EVO 950 NVME 250gb

3x 2tba Seagate (Windows Storage Pool)

Windows 10 with CU update.

does it happen when you use it with a laptop/whatever else? try another gpu?

138 is a good number.

I should clarify some information

 

The PC was working correctly until about a week ago.
