Thoughts on some Cougar fans

They look nice, what role do you want them to play? Im pretty sure by the fan design its a static pressure fan. They do cost the same as Delta fans as well, do you want these fans for your set up? :D

I have a Phanteks P400S so it's cramped in the front so the Static Pressure would help but 3 are gonna go in the front and one is gonna be the rear exhaust

And I have always looked at high speed Delta fans but I live with others and they would not appreciate the noise xD

Ah yeah Delta fans are my favorite fans especially the GFB (twin fans)  series and BFB (centrifugal) hands down but they do have issues fitting in tight spaces as you said that was an issue already even with regular ones as well, the set up you are getting sounds good and i been researching them and they look good for their price and have great reviews! :)

Also! A cheaper and good solution if you really want air coming though is this delta fan model (AFC1212D). so it can fit in tight spaces. https://m.newegg.com/products/N82E16835706036 and its cheaper too! But it is only a suggestion and its on sale too for 6$ cheaper. Do you also have a fan controller by any chance?

Why use 120mm's when the case supports 140mm's though?

Because it only supports 2 140mm fans in the front, so I was gonna put 3 of the 120mm fans in the front and the other one in the back, that's the setup I have now but I just have the 2 stock fans and 2 awful Apevia fans so I wanted to upgrade and I don't use the top 2 fan mounts because I have the cover plates on to keep it a bit more silent

Seems a bit excessive on fans. The stock case fans should already be enough.

The Graphics Card runs quiet and cool, but that awful original AMD stock cooler sucks and is so loud, so I was upgrading the fans in the case to pull load of that CPU cooler

The stock cooler isn't quiet and replacing your case fans isn't going to change that.

I know it won't help with noise but getting some extra airflow in and out will help it stay slightly cooler

If your issue is with cpu temps, getting a new cooler will make a much bigger difference than new case fans.

Yes but i'm most likely gonna stick with the stock cooler until I upgrade to Ryzen and then use that stock cooler, but I wanna replace the case fans because their pretty bad too, especially the old Apevia fans I had laying around and I put in

If that's the case, the Turbines aren't a bad idea.

Considering what you're cooling, a single 120mm rear exhaust and 140mm front intake with PW2's should be enough and be quieter:
