In reality making even that meaningless of a regulation probably took years of committees and millions of euros, all wasted. So if you say no ones can, someone will do it eventually. Have a look at China, only a few selected few VPN works 100% of time in China, the speed is reduce to barely usable. China essentially is blocking all external company that doesn't follows it rules. They have created a internet where most citizen don't need a VPN and the knowledge of them are only people who deals business outside of China. If a school/company is able to block VPN access to everyone on the networks it isn't that difficulty for government to ban them but in real life they won't. It much easier to create VPN to harvest data and have certain database easily accessible, than multiple different ISP.
