Can't access Rails App

Hello, all. I am trying to connect to a Ruby on Rails app that I build from the instructions here: https://github.com/solidusio/solidus

 

However, whenever I try to access it at <ip-address>:3000 (default for that app) all my browsers give me "ERR_CONNECTION_TIMED_OUT". And before you say "did you check your IPtables?" Yes, and I added an exception to incoming and outgoing traffic on that port for TCP. I also attempted putting my IP on the DMZ line of my router (so I would have a more direct, unlimited connection to the server), however this didn't change anything.
