Can I get one at $30? Also, do I need something like a USB sound card to connect to if I plan to buy a phantom power supply instead of a USB Audio Interface?

Does the microphone you plan to use require phantom power?

Yes it does. According to my research, it requires a minimum of 5V to work and 48V to use it with its full potential.

I can get you cheap (http://www.musiciansfriend.com/pro-audio/behringer-u-phoria-um2) but can't guarantee quality. With audio interfaces it's worth paying a little more than you wanted to get one from a brand that is recognized and respected (Tascam, PreSonus, Focusrite, Steinberg) especially at the low-cost end of the market.
