New to pc building and need some help deciding parts.

Hello.
 

I am in need of a new rig and have no prior experience when it comes to choosing components so I am in need of some help. I currently have an i5 4460s with a gtx 960 and im noticing I am having a hard time running my games nowadays.
What I am looking for is a rig that can game whilst streaming, video/photo editing. I plan on gaming at 1080p but want to max out the games and try to take advantage of my 144hz monitor. I want a case with tempered glass and some rgb cause the rgb bug has bitten me and I just love it.
I live in Norway and my budget is 30 000 Nok but 3000 Usd approximately is the same as 30 000 Nok.

If I didn't cover something please just feel free to ask.

I would get a used i7 4790K and a GTX 1070/1080. Which PSU are you using?

I bought a pre built msi nightblade(cant find the model number) I think it is a 300w psu if I remember correctly.

According to their website it is a 350w psu but no brand or anything on it.

I'd advise selling your old rig. I  put together a rig for half you budget in Prisjakt, i don't do well on high budgets. Just something to think about , but i have to go ^^ https://www.prisjakt.no/list.php?l=369849&view=m

It said 403-not allowed to see. I am planning on selling it.
