I'd get a Pentium G4560 instead.

it's a 57$ difference, is there a difference in performence (gaming+editing, coding, browsing...)

I'd maybe swap to the G4560

Get a better PSU, and if you can try and find a SSD, even lowering your mechanical drive to 500gb, should provide some room for a small SSD for booting.

Get a better PSU, either a Corsair CX450M "Grey Unit", or a Seasonic S12ii 520w.

Be sure you get a black WD drive. It has 7200 RPMs instead of 5400. Also get the G3 550W PSU because its gold rated and a lot more efficient.

Those might be out of his price range, considering he has a budget PSU...

If you can find the Pentium, definitely the Pentium G4560, it's 1/2 the price, with similiar performance.
